Sole Source Awards

With OCT Consulting’s SBA-certified 8(a) Small Disadvantaged Business status, federal government agencies can contract directly with OCT using sole-source acquisition. OCT Consulting can receive directed sole-source contracts up to a ceiling of $4 million.

Sole-source contracts are usually approved quickly. Federal agencies can get credit for the amount of work they issue to 8(a), Disadvantaged, and Small Businesses. Federal government agencies can identify work especially suited for an 8(a) firm and can set aside the project without advertising on FedBizOpps. This allows the federal government agency to award the contract to OCT without any lengthy delays.

General Overview of 8A STARS III

GSA 8(a) STARS III GWAC is a multiple-award, Indefinite-Delivery/Indefinite-Quantity (IDIQ) Contract designed to provide technology solutions to Federal agencies from exceptionally qualified 8(a) small businesses. 8(a) STARS III is designated by the Office of Management and Budget (OMB) as a Best in Class (BIC) contract vehicle and preferred government-wide acquisition solution. With a $50 billion ceiling, this BIC vehicle provides Federal government agencies with an easy-to-use, streamlined procurement solution to purchase information technology services from 8(a) Prime Contractors. 8(a) STARS III provides Federal agencies with a way to deliver mission-critical IT services working with small, disadvantaged businesses, with an emphasis on promoting diversity, equity, inclusion, and accessibility. This fourth generation GWAC includes an even greater focus on emerging technologies as well as performance outside the continent United States (OCONUS). 

OCT Consulting was awarded the GSA 8(a) STARS III GWAC contract in conjunction with our joint venture partner Capital Technology Group, LLC, as OCT Capital Technology, JV LLC. Federal agencies using the 8(a) STARS III GWAC have access to OCT Capital Technology through an established contract vehicle instead of traditional, open market methods. The GWAC saves both time and money for Federal government agencies, as well as provides access to OCT Capital Technology's proven service and technical capabilities as a technology provider.
